ルキウス・スクリボニウス・リボ発行。発行者は前34年に執政官（コンスル）を務めた人物。スクリボニウス氏族は記録の中では第2次ポエニ戦争の際に初めて登場する。スクリボニウス・クリオという人物がカンナエの戦いに従軍にしたことが長編叙事詩『プニカ』に記録されている。また、発行者と同名だが別人のルキウス・スクリボニウス・リボが法務官（プラエトル）に前204年に就任したことが分かっている。発行者リボの父はシチリア属州に駐在する財務官で、母センティアは執政官ガイウス・センティウス・サトゥルニヌスの叔母。また、リボの妹スクリボニアは後の皇帝アウグストゥスの妻となっており、ローマ政界の上層部と関わりの深いエリートであったことが分かる。
リボの生没年は不明だが、前90年頃と見積るのが妥当だろう。貨幣発行三人委員としてローマ政界のキャリアをスタートし、最終的には頂点の執政官にまで上り詰めた。本品はリボが若かりし頃の貨幣発行三人委員の際に発行したもので、ボーナスの女神ボヌス・エウェントゥスと祭壇を描いている。リボはグナエウス・ポンペイウスと盟友で、リボの娘はポンペイウスの息子セクストゥスに嫁いだ。
前49年、ガリア戦争で勝利したガイウス・ユリウス・カエサルがローマに進軍。武装を解かずにルビコン川を渡るカエサルの行為は、ローマの有力者たちには王に君臨するつもりだと映った。ローマは暴君を排して共和政を敷いたことから、権力が一人の人物に集中することを極端に嫌う背景がある。対抗馬としてローマ貴族は数々の武勲を上げてきたポンペイウスを推挙。その際、リボはエトルリア地方を防衛していたが、カエサルの右腕マルクス・アントニウスの襲撃に耐え兼ね撤退。カンパニア地方で徴兵し、軍を再編成するも、講和による平和路線を望み、カエサルの知人を介して交渉。カエサルとポンペイウスの衝突を何とか避けようと試みたリボだがこれに失敗。前48年、再びリボは和平交渉をカエサルに持ち掛けたが、条件を呑めずに交渉決裂。ついにカエサルとポンペイウスの争いは避けられなくなり、ファルサルスの戦いが開戦。ポンペイウス軍は敗北し、敗走したポンペイウスは同盟国のエジプトに救援を求めるも、厄介事を持ち込まれることを危惧したエジプト王家に暗殺される。
ポンペイウスの死後、リボはカエサル側に寝返った。しばらく政界から離れていた時期もあったが復帰し、前34年にはアントニウスと共に執政官に就任した。リボはマルクス・トゥッリウス・キケロやマルクス・テレンティウス・ウァッロなど、当時のエリート政治家及び著述家とも親交が深かったことで知られる。没年や死因は記録がなく不明だが、前21年に記録された宗教団体アルウァル・ブレテレンの団員リストにリボの名が記されていることから、没年は少なくとも前21年以降のことと判断できる。
